About the role
The Risk and Compliance team has an exciting, permanent opportunity for an experienced and strategic Business Resilience Manager to lead the development, implementation, and continuous improvement of our enterprise-wide business resilience strategies and frameworks. This critical role is responsible for ensuring Queensland Rail’s resilience capabilities are robust, aligned with industry standards, and integrated across all business units.
Reporting to the Group Senior Manager Risk and Compliance, the Business Resilience Manager will work closely with stakeholders across all levels and functions to drive a proactive and coordinated resilience agenda and deliver outcomes that support the organisation’s strategic priorities.
Key responsibilities:
- Lead the development and maintenance of enterprise-wide Business Resilience frameworks, including policies, standards, and procedures.
- Coordinate Business Continuity Planning (BCP) and Business Impact Analysis (BIA) activities to ensure alignment with business strategy and critical operations.
- Conduct risk assessments to identify critical business functions, dependencies, and potential disruptions.
- Manage crisis and incident response frameworks, including scenario planning, coordination during incidents, and post-incident reviews.
- Partner with risk, compliance, technology, and operational teams to integrate resilience practices across the organisation.
- Facilitate regular resilience exercises and simulations to test plans, raise awareness, and enhance organisational capability.
- Monitor regulatory and industry developments to ensure compliance with relevant standards (e.g., ISO 22301, SOCI Act 2018).
- Ensure compliance with the Security of Critical Infrastructure Act 2018 (SOCI) and related requirements for Queensland Rail.
- Provide regular reporting on resilience maturity, capability gaps, and opportunities for continuous improvement to executive leadership and governance committees.

About You
We’re looking for an accomplished resilience or risk professional with demonstrated experience developing and embedding enterprise-wide resilience strategies in complex environments. Your expertise spans business continuity, risk assessment, and incident response, and you bring a thorough understanding of regulatory standards relevant to critical infrastructure.
You are a skilled communicator with the ability to influence and collaborate with diverse stakeholders. You thrive in a dynamic environment, take initiative to identify areas of improvement, and can translate strategy into practical action that strengthens organisational resilience.
Key requirements:
- Proven experience in a similar resilience, risk, or business continuity leadership role.
- Deep knowledge of business resilience frameworks, ISO 22301, and the Security of Critical Infrastructure Act 2018.
- Strong analytical, facilitation, and incident management skills.
- Demonstrated ability to lead cross-functional projects and build resilience capability at scale.
- Excellent stakeholder engagement and reporting skills, including experience presenting to senior executives and governance committees.
- Relevant tertiary qualifications in risk management, business continuity, security, or a related field (preferred).
