Your Opportunity

This role will provide a career‑defining opportunity to provide strategic leadership to a critical function that enables the enterprise. You will be a key contributor to the development and implementation of the Queensland Rail Learning Strategy, including enterprise training frameworks, governance models, learning measurement and reporting, and the delivery of the learning technology roadmap.

The role is accountable for the governance framework of Queensland Rail’s Enterprise Registered Training Organisation (QRRTO), the enterprise Learning Management System (LMS), RTO student management systems, and learning data structures. Together, these capabilities will enable the continued maturity and evolution of enterprise learning initiatives and support the delivery of strategic workforce capability outcomes.

 

Purpose that Counts

 

Some of your duties will include: 

  • Develop and implement enterprise training quality and governance frameworks, including policies, systems, performance measurement, compliance monitoring, and return‑on‑investment evaluation.
  • Maintain Queensland Rail’s Enterprise RTO status and compliance with the VET Quality Framework, providing senior representation across national and local RTO committees and forums.
  • Oversee enterprise learning systems and data governance, including the LMS (Success Factors), RTO student management systems (VeTtrak), reporting, support, and assurance of data integrity and regulatory compliance.
  • Lead the planning, delivery, and continuous improvement of RTO and Training and Development initiatives, managing scope, budget, timelines, and stakeholder partnerships.
  • Provide strategic leadership, team management, and subject matter expertise, including contract oversight, stakeholder engagement, and contribution to broader People, Wellbeing and Sustainability learning initiatives.

 

We are looking to connect with someone who ideally will have:

  • Demonstrated high‑level capability in leading an RTO and VET learning function within a large, complex organisation, aligned to recognised best practice and regulatory standards.
  • Proven expertise in designing, developing, and implementing robust training governance frameworks, policies, and procedures that underpin enterprise‑wide learning and development.
  • Extensive knowledge of contemporary competency and capability development approaches within a multidisciplinary training and development environment.
  • Strong project management, people leadership and organisational capability, with the ability to lead teams effectively, manage stakeholders, and deliver sustainable change.
  • Advanced interpersonal, consultation, and negotiation skills, with a proven ability to build and sustain effective partnerships both internally and externally.
