The Role

 

You will lead the end-to-end design and delivery of a whole-of-business Safety and Environment Management System (SEMS) maturity uplift program, integrating safety, engineering, and environmental frameworks into a modern, compliant, operationally embedded and risk balanced system.

 

This is more than program delivery, it’s enterprise change at scale, requiring a leader who can align engineering, operations, risk, and regulatory functions, and apply sound technical judgement across complex, safety-critical systems and infrastructure.

 

Purpose That Counts – Some of the responsibilities of the role:

 

  • Lead a multi-year, multi-phase transformation program across a live operational rail environment
  • Drive uplift of SEMS across rail safety, safeworking, engineering standards, WHS, and environmental compliance
  • Translate complex regulatory requirements into practical, embedded, operational outcomes
  • Apply engineering-led thinking and technical judgement to ensure safe, effective, practical and sustainable system design
  • Integrate risk frameworks into SEMS, enabling risk-based decision making and prioritisation across operations
  • Act as the senior escalation and decision authority for the program, managing delivery risk, interdependencies, and program performance
  • Partner with the Board, CEO, and Executive to shape safety strategy and governance
  • Lead engagement with regulators and external stakeholders, ensuring full compliance and alignment
  • Deliver structured change and adoption, embedding new systems, processes, and ways of working at scale
  • Build and lead a high-performing, multidisciplinary delivery team

 

People Who Count – What you can bring to the role:

 

We are specifically interested in executives who bring:

 

  • A strong engineering foundation, with the ability to apply technical judgement across complex, safety-critical systems and infrastructure
  • Demonstrated experience leading the development, implementation or uplift of SEMS (or equivalent), ideally with a focus on simplification, usability, and operational embedment
  • Deep understanding of risk frameworks and their practical integration with SEMS (or equivalent) to support risk-based decision making and prioritisation
  • Proven capability to design and deliver large-scale transformation programs in rail, transport, mining, or heavy asset industries, from strategy through to implementation and sustained organisational embedment
  • Strong expertise across safety frameworks, regulatory environments, and compliance systems uplift
  • Advanced capability in change leadership, stakeholder alignment, and navigating complex organisational environments
  • Experience working within or alongside regulators and accreditation frameworks
  • The ability to influence and operate at Executive and Board level
