Your Opportunity

Queensland Rail is seeking a dynamic leader and strategic thinker to drive workforce planning and insights at both a tactical and strategic level. This newly elevated role reflects the critical need to shape enterprise workforce strategy, support data-driven decision-making, and influence key stakeholders to build a sustainable workforce that aligns with long-term business priorities and operational demands.

The role presents both a significant opportunity and a complex challenge. The rail industry faces skills shortages, evolving technology, and ambitious infrastructure projects. As Queensland Rail prepares for an exciting future, workforce planning is about more than identifying needs – it’s about partnering with stakeholders to inform strategies and solutions that ensure we can connect communities today and for years to come.

You can expect some of your responsibilities to include: 

  • leading the design, development, and execution of strategic enterprise workforce planning frameworks to ensure Queensland Rail has the right workforce capacity and capabilities both now and in the future.
  • providing high-quality workforce insights and strategic advice to senior leaders and key stakeholders, enabling informed decisions workforce investment, capability development, and organisational design.
  • balancing operational workforce requirements with long-term business priorities, using data-driven insights and decision-making to inform enterprise workforce strategy and sustain a workforce that is agile, capable, and future-ready.
  • Establishing and embedding strong governance frameworks and decision-making processes that enable transparency, consistency and accountability in workforce planning and prioritisation, ensuring alignment across Human Resources, Finance and operational leaders.

Remuneration & Employment Type

This is a permanent, position based in Brisbane CBD, offering a competitive salary reflective of the skills and experience required for the role. The package includes 12.75% employer superannuation contributions and flexible hybrid work options to support a healthy work-life balance.

What We’re Looking For:

  • Strategic Workforce Planning Expertise: Strong experience in leading strategic workforce planning across an enterprise, including demand forecasting, supply analysis, and workforce risk management.
  • Leadership and Change Management: Proven ability to lead teams through significant transformational change, driving complex workforce initiatives and bringing clarity, structure and direction in dynamic or ambiguous environments.
  • Analytical and Problem-Solving Skills: High-level analytical abilities in workforce modelling, scenario planning, and data analytics, with a focus on identifying and mitigating workforce-related risks and optimising workforce capability.
  • Stakeholder Engagement and Negotiation: Exceptional interpersonal, negotiation and communication skills, with a strong track record of building and maintaining productive relationships with senior leadership and other key stakeholders and influence decision-making in a collaborative and constructive manner.
